Finance & Research Officer
Damon Haycock joined the Silver State Health Insurance
Exchange as its Finance and Research Officer in December, 2012. Mr. Haycock
brings 9 years of fiscal management, budgeting, and operations management from
the private and government sector. He has managed operations and budgets, to
include grants, fees, and general funds for the Nevada Department of
Corrections, Nevada State Health Division, and the Division of Mental Health
and Developmental Services. Prior to his state career, he managed consumer
lending products for Wells Fargo Financial. He also served in the US Army for
almost 7 years as an Infantry Team Leader and an Air Traffic Controller. He
graduated from the University of Nevada, Reno with a Bachelor of Science in
Business Administration, and has recently completed the Certified Public
Manager program with the State of Nevada.
Quality Assurance Officer
Laura Rich joined the Silver State Health Insurance Exchange in August 2013. Prior to her current position as the Quality Assurance Officer for the exchange, Laura spent the previous 5 years working for the Nevada Department of Health and Human Services where she served as an Ombudsman, providing advocacy services for the elderly and investigating complaints in Long Term Care facilities, and in Nevada Medicaid as a Program and Quality Assurance Manager for Medicaid waiver programs. Laura graduated from California State University, San Marcos with a Bachelor of Arts in Education.
Cari Eaton joined the Silver State Health Insurance Exchange as its Grants and Projects Analyst in October, 2012. Cari was promoted to the position of Exchange Benefits Manager in July, 2013. She came to the Exchange with over 8 years of public service with the Public Utilities Commission. During that time, she was responsible for fiscal oversight of two budget accounts including the development of biennial budgets, fiscal review and quality assurance of grants, fees, and assessments. She graduated from the University of Phoenix in 2009 with a Bachelor of Science in Business Administration.
Grants and Projects Analyst
Shanna Cobb-Adams joined the Silver State Health Insurance Exchange as its Grants and Projects Analyst in August, 2013. Shanna brings over 7 years of fiscal and budget management, personnel/payroll experience, banking analysis oversight, and grants management experience from various state agencies including the Department of Health and Human Services, Director’s Office, Division of Child and Family Services, Department of Employment, Training, and Rehabilitation, and State Treasurer’s Office. Shanna graduated from the University of Phoenix in 2013 with a Bachelor of Science in Business Administration.
Information Technology Officer
George McNeil brings 27 years of
Information Technology experience to the Silver State Health Insurance
Exchange. George started his IT career with a large medical corporation
based in Las Vegas Nevada. During
his employment within the private sector he gained experience in IT
organizations within the Health Care, Hotel and Gaming Industries before moving
to the public sector. George started with the Nevada Department of Health and
Human Services working with various projects including the Nevada EBT Quest
implementation for SNAP benefits. He progressed to the Nevada Department of
Information Technology where he became an Information Security Officer
responsible for conducting State IT security vulnerability assessments and
computer forensics investigations. George returned to the Nevada Department of
Health and Human Service as a project manager where he successfully managed the
development and implementation of Nevada’s statewide WIC EBT online benefit
Information Technology Analyst
Carol Myers joined the Silver State Health Insurance Exchange (Exchange) in January 2013 as the IT Analyst. Her responsibilities include ongoing support for the Business Operations Solution (BOS) system and plan management. Prior to joining the Exchange, Carol held a variety of technical and management positions with the State of Nevada, Software AG, Kinder Morgan and Sprint. Her responsibilities included delivering industry-specific solutions to government, telecommunications, insurance and energy markets in the areas of project management, business integration, and enterprise application development. Carol holds a bachelor's degree in Organizational Communication with an emphasis on Expert Systems Technology, graduating with honors, from Regis University in Denver, Colorado.
