Bruce Gilbert joined the Silver State Health Insurance Exchange as Executive Director in August 2014. A senior executive and former litigator with extensive experience in legal, business and insurance environments, Bruce has specific expertise in private health insurance exchange technology as well as the design, implementation, and analysis of employee benefit programs. His professional life has included practicing law, managing regional operations for a Fortune 100 healthcare company and serving as a C-level executive in companies administering self-funded group health plans. He has also served as Benefits Administrator of the State of Ohio, managing the operations of the state's five self-funded health plans with oversight of over $500 million in annualized healthcare spending. Bruce is a graduate of Dickinson College and the Duquesne University School of Law.
Chief Operating Officer
Damon Haycock joined the Silver State Health Insurance
Exchange as its Chief Operating Officer in February, 2015. Previously, he held the position as the Exchange's Information Systems Project Manager beginning back in May, 2014, and the Exchange’s Finance and Research Officer beginning
back in December, 2012. Mr. Haycock brings 6 years of project management and 9
years of fiscal management, budgeting, and operations management from the
private and government sector. He has managed projects, operations and budgets
for the Nevada Department of Corrections, Nevada State Health Division, and the
Division of Mental Health and Developmental Services. He also served in the US
Army for almost 7 years as an Infantry Team Leader and an Air Traffic
Controller. He graduated from the University of Nevada, Reno with a Bachelor of
Science in Business Administration, and has completed the Certified Public
Manager program with the State of Nevada as well as Project Management
Professional certification with the Project Management Institute.
Project Management Officer
Laura Rich joined the Silver State Health Insurance Exchange as its Project Management Officer in February, 2015. Previously, she held the position as the Quality Assurance Officer for the Exchange beginning back in August 2013. Laura spent the previous 5 years working for the Nevada Department of Health and Human Services where she served as an Ombudsman, providing advocacy services for the elderly and investigating complaints in Long Term Care facilities, and in Nevada Medicaid as a Program and Quality Assurance Manager for Medicaid waiver programs. Laura graduated from California State University, San Marcos with a Bachelor of Arts in Education.
Cari Eaton joined the Silver State Health Insurance Exchange as its Grants and Projects Analyst in October, 2012. Cari was promoted to the position of Finance Officer in May, 2014. She came to the Exchange with over 8 years of public service with the Public Utilities Commission. During that time, she was responsible for fiscal oversight of two budget accounts including the development of biennial budgets, fiscal review and quality assurance of grants, fees, and assessments. She graduated from the University of Phoenix in 2009 with a Bachelor of Science in Business Administration.
Nick Cranston joined the Silver State Health Insurance Exchange in July 2014 as its IT Analyst. Nick was promoted to IT Officer in February, 2015. Previously he worked at San Jose State University where he served as their Telepresence Systems Coordinator, managing their telepresence projects and assisting with the creation of a lecture capture system to allow students to participate in distance learning projects. During his time at San Jose State Nick worked closely with vendors to ensure projects were completed in a timely fashion while still fulfilling the University's requirements. Nick currently serves his country as a member of the Air Force Reserves as part of the 23rd Combat Communication Squadron as a Cyber Systems Operator. He graduated in 2009 from the University of Nevada, Reno with a Bachelor of Arts in English Literature, and holds a Comp TIA Security + Certification.
