Interim Executive Director
Steve Fisher joined the Silver State Health Insurance Exchange as Interim Executive Director. He served as the Deputy Administrator of Program and Field Operations for the State of Nevada Division of Welfare and Supportive Services. He was responsible for managing Field Operations, Eligibility and Payments, Child Care, Energy Assistance, Investigations and Recovery and Employee Development. He provided oversight in the design, development and implementation of the eligibility engine project for the Affordable Care Act. Prior to serving as Deputy Administrator, Steve served 21 years in the technology sector; 14 of those years in the Division of Welfare and Supportive Services Information Technology Department. Steve's information technology experience is primarily in software development and managing software development projects. Steve graduated from the University of Nevada Reno with a Bachelor of Science in Computer Information Systems.
Chief Operating Officer
Shawna DeRousse brings more than 15 years of financial and operations management experience to the Silver State Health Insurance Exchange as its Chief Operating Officer. Shawna brings a wealth of knowledge in operational procedures to the Exchange through her tenure with the State of Nevada in the Department of Information Technology, Director’s office of Health and Human Services, and as a Deputy Insurance Commissioner with the Department of Business and Industry. She has trained as an administrative law judge for the National Judicial College as well as completed the Certified Public Manager program with the State of Nevada. Shawna possesses a double major, in Strategic Management and Human Resources Management from California State University, Sacramento.
Christopher (CJ) Bawden
Christopher (CJ) Bawden joined the Silver State Health Insurance as its Communications Officer. He comes to the Exchange after 14 years in the private sector in the General Engineering Construction Industry. CJ possesses more than 15 years of progressively responsible experience directing as many as 400 employees in companies with yearly revenues in excess of $40 million. CJ brings a background in business start-up and market share acquisition to the Exchange. He has also served on the Board of Directors and is a Past President of the Builders Association of Western Nevada. He graduated from the Leeds School of Business at the University of Colorado at Boulder, with a Bachelor of Science in Business Administration with a focus in Marketing.
Information Systems Project Manager
Damon Haycock joined the Silver State Health Insurance
Exchange as its Information Systems Project Manager in May, 2014. Previously,
he held the position as the Exchange’s Finance and Research Officer beginning
back in December, 2012. Mr. Haycock brings 6 years of project management and 9
years of fiscal management, budgeting, and operations management from the
private and government sector. He has managed projects, operations and budgets
for the Nevada Department of Corrections, Nevada State Health Division, and the
Division of Mental Health and Developmental Services. He also served in the US
Army for almost 7 years as an Infantry Team Leader and an Air Traffic
Controller. He graduated from the University of Nevada, Reno with a Bachelor of
Science in Business Administration, and has completed the Certified Public
Manager program with the State of Nevada as well as Project Management
Professional certification with the Project Management Institute.
Quality Assurance Officer
Laura Rich joined the Silver State Health Insurance Exchange in August 2013. Prior to her current position as the Quality Assurance Officer for the exchange, Laura spent the previous 5 years working for the Nevada Department of Health and Human Services where she served as an Ombudsman, providing advocacy services for the elderly and investigating complaints in Long Term Care facilities, and in Nevada Medicaid as a Program and Quality Assurance Manager for Medicaid waiver programs. Laura graduated from California State University, San Marcos with a Bachelor of Arts in Education.
Cari Eaton joined the Silver State Health Insurance Exchange as its Grants and Projects Analyst in October, 2012. Cari was promoted to the position of Exchange Benefits Manager in July, 2013. She came to the Exchange with over 8 years of public service with the Public Utilities Commission. During that time, she was responsible for fiscal oversight of two budget accounts including the development of biennial budgets, fiscal review and quality assurance of grants, fees, and assessments. She graduated from the University of Phoenix in 2009 with a Bachelor of Science in Business Administration.
